I think that should be done:
1. Add Ukrainian Premier League and Turkish Premier League.
2. Add BATE Borisov, Dinamo Zagreb, CFR Cluj, APOEL Nikosia, Viktoria Plzen, Sparta Prague, maybe HJK Helsinki, some team from Israel, Steaua Bucarest, Partizan Belgrad to Other Teams. This solution would improve the quantity and quality of the players in the Europa League Qualfications. The frames of these teams is a lot of football talent and players who play at a high level.
3. Add to National Teams - European: Croatia, Serbia, Bosnia and Herzegovina, Montenegro, Slovakia, Israel and Ukraina.
Asian: Japan.
African: Nigeria, Ghana, Algeria and Mali.
The North and Central American: Panama, Honduras and Canada.
I know that it requires a lot of work, but it's definitely improve the quality of the game and also attract more players.

Bring in classic teams. Like Arsenal 2003-2004, Man u 1998-1999, Barcelona 2008-2009,Real Madrid 2001-2002, Ajax 1994-1995, Liverpool 1977-1978, ect. Also include the kits they wore at the time.

Improve the world xi squad, have the actual players that were named in the squad included, and have those who just missed out on the bench. Also give them a decent kit, with a sponsor and a nike or adidas logo. While the at the fix up the classic xi's kit.

The manager mode was alot better this year, but still could improve.
Include buy back deals when selling players.
Have players say the want to join your team. For example Ronaldo says hes not happy and wants to go home(Man u). Or a big player like Gotze hints he wants to play in the premier league.

Let clubs offer cash and a player when trying to buy a player from you, and be able to send a counter offer that says witch player you want, and let the other team do the same.

And of course try and get the Uefa Champions League licence.
Have control over 2nd and academy team. Be able to scout, buy, or send player to these teams so that they can improve.
Have other ways to raise funds to use in transfer window. Like make decisions important decisions involving ticket sales and shirt sales. Also be able to find new owners of the for the club, but not necessary super rich or game will be come to easy

I think u should put the Qatari league and the Libyan national football team

It would be nice to have the ability to break records. Example I score 100 goals with a player and with that i overpass Messi :D Also to have the ability to appoint friendlies with any team you want, at any day you want and to change have more alternative kits. :D And of course add more leagues, stadiums and tournaments :D

1. Have weather change during games. Cloud builds up and it starts to rain could change the game.
2. During wet games, kits get dirty as the game plays.
3. Show manager more during the game, have more customization for manager look.
4. Have control of change of customization on kits, like in real life get to change each season or be able to download updates for kits.
5. In transfers, AI team offers players as well for players.
6. Bring in Blue Square Premier League.

Fifa 13 is great but need a few major improvements such as the graphics, you need to develop the graphics a bit so it looks distinct from the past 2 Fifa series (Fifa 12 and Fifa 13). something to help with changing the graphics are, the ball should look more realistic on the pitch, the grass especially, it doesn’t look realistic also the players faces players like Lucas Leiva, Ronaldo, Gerrard, Marcelo, etc. don’t actually look like themselves that much, also the kits should have every bit of detail, (the logos like Adidas and Nike shouldn’t look fake on the kit, also there should be slim-fit adjuster, adjust how tight you want the kit to be. also you could IMPROVE the game-play a bit.

another thing we should have much more of a variety of free-kick styles that we can choose from. the average weight size should be a bit smaller because it is too exaggerated.
we should have a monthly updates on boots, kits players, balls, etc so that they are all updated, like PES no offence. also we should be able to have the option of the size of Ankle Tape; Ronaldo’s type and more. The game should have the Nike, Adidas, under armour, umbro base-layers, and you should put in Nike field player and other Nike,UNDER ARMOR, PUMA AND Adidas gloves.
when you are in the arena the player should be in the clubs training kit (training jacket, shorts white training socks and boots).
Also on the game the football boots don’t look that real, the colour doesn’t even match the colour of the boots in real life for example the blue Nike vapors are too light blue when they should be turquoise if anything. and for the adizeros you should have both leather and synthetic versions. and you need to make the sole-plate of all boots MORE REALISTIC. please add Brazil’s real official kit as well :)

1) Add a taking off t-shirt celeberation and then get a yellow card so its more realistic (but this celebration should only be done in the last min of the game or important games)
2) Add champions league.
3) Make career mode more interesting. For e.g. I should have my own egent and i can tell him what i want and same thing to the manager where i can tell him sorry boss i cant play this match co i need some rest and also where i can tell him im on my best performance and i would like to see my name on the starting 11 next match. Also i get some wage from the team although it is useless but you can make it interesting by buying things with this money.
4) A dive button. (Only in offline mode)
5) In manager mode i should try to bribe the ref and if i got caught the should banned me from Continuing this mode.
6) Add confrence talks so player mode.
7) Add some trainning sessions to player mode
8) Ratings should be realistic. For e.g in fifa13 downing free kick acc. Is better than ronaldo.
9) In player mode you should make an action where i can send my teammates messages

This is an all round thing but hopefully ultimate team to like in ultimate team add legends like 2k13 has with myteam so you can get like pele and maradonna but make them fair dont just make them the best in the game because their legends like have reasonable attributes unlike the legends 11 in fifa 13 that are ridiculiously over rated

well for manager mode fifa needs:
Ff your with a small club like eg wolverhampton, as you get richer the smaller teams can afford to build their own stadiums. so bring back stadium maker.

Also there could be interviews with your player or with the manager like before a game and after a game like in nba 2k13.

There also has to a something when you become a legend or something. like when you retire there has to a huge farewell game which will make fifa more exciting. like the player gets carried of the field.

Fifa 13 is good but if fifa wants people to fifa 13 there has to be changes done or people wont buy it.

Manager mode has become a bit boring. Bring back the option to enhance the coaching and marketing staff. Allow clubs to choose which stadium they want to extend to (have them ordered by price). Stop making the scouts random. If I choose an English team and want an Irish scout and I have the money then allow for a simple choice between nationalities and price ranges.

In the last few years we have seen the development of quick throw-ins and quick fee-kicks added to the FIFA gameplay. In most cases this seems to create a great sense of fluidity, especially during the last 15 minutes of the game when you are chasing an equaliser or going for the knock out blow.

My next suggestion for expanding on this feature is to create the quick goal kick or quick corner, we see regularly the up and under kicks (long ball hopeful) in live matches and at times paying off as attacking teams scramble to take defensive shape after it all breaks down... A quick goal kick could just get the opposition off guard for a player to break the line and go on one on one with the goalkeeper.

Quick corners also could just get get defences off guard as they scramble to take shape in the box...

So I think for ultimate team the fans so look a bit more real instead of square blobs the auction house not to have any bugs such as bidding on a player and not getting the player but your coins still go I don't want this anymore and the ref to stop giving me 5 yellow cards and the other guy I'm playing could be snapping my player in half and not get a card

the players should play like their real life counter parts because if messi/ronaldo are just scoring goals like crazy in real life and the game version is just scores some 10 gls and some 8 asts in a season that don't feel real and is non realistic.

give us more freedom when playing a created player already on a team/real life. teams should make an offer for you instead of asking for a transfer, earn a sponsorship deal from reebok or nike or some other shoe companies. do something for charity like wear pink arm sleeves/socks for breast awareness month. have a jersey number lock optional because i want to wear the same when i transfer to a new team instead of some random number given to me for ex: if i'm wearing 17 and go to a new team just give me jersey number 71. noticed all the big names wear 10 and 7 kinda boring i think that is bug to fix that causes the freezing.

please fix the created player model don't what player u took after but needs to be updated. be able to wear your jersey like ovechkin's jersey instead untucked and tucked.

fix the flow of the game because there is hardly no offsides or fouls
and the ai is repetitive or sometimes dumb doing the same thing just booting the ball down the field and no offsides or near my goal and just passing around or is just being a cheeseball and not shooting. the same goes for your ai teammates who are just fall down when attempting to shoot or get injuried for some unexplained reason when running.

fix the general manager ai in career mode when it comes to the tranfer period the gm makes no moves and when the tranfer window closes and it says we spent like 100 million dollars on nothing.

Have best players score realistic amounts of goals in Career Mode. Messi Real Life= 50 La Liga goals. Messi Fifa 13= 20-33 La Liga goals. Ronaldo Real Life=42 La Liga goals. Ronaldo Fifa 13= 15-25 La Liga goals.

Also, close off sides are called toooo much. Refs in real life get them wrong all the time it seems!

Lastly, it seems that in Career Mode injuries hit all the time. I was playing with Man City and had 4 defenders hit with ACL tears, 2 mids with serious injuries, and another forward hit with a broken tibia. All of these injuries occurred with a stretch of three weeks. Would that happen in real life? Probably not.

Also, Lionel Messi is NEVER going to demand to leave Barcelona. Happened to me 3 times? What the heck? It should be fixed.

Please add a second goalkeeper kit hate it when the keeper kit clashes with the other teams kit. 12 Have the option in Career mode to buy players but keep them on loan at their original clun for the remainder of the season. Ex: Wilifried Zaha was purchased from Mamchester United then loaned back to Crystal Palace. 13. if you cant get licenses for some leagues put atleast to teams out of each of them leagues and put them in the rest of the world.

If you don't have enough players and you are forced to forfeit in career let you bu them in an emergency. I had to forfeit about 10 matches because of injuries
