Make player relationships important. Some players in real life can combine well with others, like Ronaldo and Rooney. Give players personality types and make some types work well with others.
Allow for the creation of set plays, like for corners and free kicks. These are premade in training and can be executed during appropriate situations.
Allow for momentum and attitude in season and games. A string of successive wins will boost morale, losses will make players unhappy. You can then factor in players attitudes. Elect a intense and passionate player captain and he will push the team harder after a tough loss or tie. A more sensitive player will accomadate new additions to the team. Bring out the social part of soccer.
Include coaches, who will affect the training of players. Also, include youth and reserve squads, which will bring in talent according to the coaches and scouts that you have bought. Teams can hire medical experts to speed recovery from injury.
Allow for customized training routines. Players develop as much behind the scenes as they do in front of the crowds. You can set development routines for the team as a whole or micromanage it so that each player has a unique sessions to increase skills according to indivdual needs. For instance, a training week could contain 10 spots, 2 for each day. The first spot each day could be a team session. Fitness could be worked on for days 1 and 2. Then team tactics the next 2 days. Finally, on the last morning, the team could rehearse set pieces. On the afternoon sessions, each player could focus on their own needs. One could spend 2 days on free kicks, one day one technical dribbling, and 2 more on shooting. Meanwhile, another player might spend one day practicing 1v1 defending, one day on short passes, one day on long passes, one day in the weight room increasing shot power and pass range, and the last day doing a little extra fitness work.
Allow for the selection of sponsers, designing uniforms.
Make players grow throughout their careers. Weights will make players beefier, as time passes they change haircuts.
Games will increase experience. Young players will need experience to progress. Experience will decrease their errors, it will also help them perform better in key games versus rivals and in major cup games. When they are young they will tend to underperform because of inexperience. Older players will balance out for young ones and give them confidence.
When great players retire, allow the option of signing them as coaches.
I know this is a lot but if you add it, it will create the most realistic soccer game ever. The realism will win over fans of Winning Eleven, which generally has a more complex system. Combine FIFA's classic, easy-to-learn gameplay with the depth and realism of WE and you have the most amazing soccer experience ever delivered.

First all the players are on a loop, for example after a few years a great striker named Serpa can always be found by searching in the americas. Make it where the players found are randomized so one game you might find the best player in brazil and the next game find the best in spain.
Second, the scout level should reflect what ability your players have, a level one scout can find better players if he's from a 5 star club than a level 10 scout can find in a 3 star club. This is ridiculous because if you try to invest in young players, by the time they reach their prime they are less talented than the players you originally had and arent useful.
Also please make manager mode longer than 15 years
All of these would make manager mode much more entertaining and make for a better game

i would also like to see classic teams. such as the treble winning man united squad.
lastley, i would like the stadiums to change as of how they look now. Such as, Old Trafford; it hasnt changed since FIFA 05 snd still has the "vodafone" logo everywhere. Man United are no longer sponsered by vodanfone.

1. bring back indoor mode. set it up like in the nba street series where you pick a team and choose the players you want in.
2. different character faces in all leagues.
3. add some more second divisions to leagues.
4. go straight to a penalty shoot out from the main menu.
5. add the confederation champions cup.
6. crowd improvements such as movement instead of the cardboard cut-outs
7. make the referees visible.
8. add the unlockables that were in the 06 world cup game such as invisible walls and no foul mode.
9. commentators should attempt to say everyones names, including created players.

Agentinian, Russian, Australian, Japanese, maybe slip in two of the Middle Eastern leagues, one or two of the African leagues, maybe one more from Central America, and possibly add the USL divisions to make MLS Open Cup more interesting.

It gets too easy. You should put in more factors into manager mode like new ownership of clubs, giving them more oppportunities in the transfer window. Make the situations of today's football world into the game. During the season, work day by day to see the weak areas of a team or continue negotiations with players.
Secondly, the system of pricing players needs to change. Instead of the skill level of the player, price him by his effeciency when he plays (How many goals does he score? Is he a good midfielder? Can he keep away the offensive attacks?)) and where he is. Take KAKA for example. He's not most importantly good, but he's effecient. Effeciency costs money.
If be deffencive training in practice mode is better.
Please arsenal be very strong in fifa 08.
