For me , any team that has made at least 2 world cup appearances and isn't outside the top 50 ranked teams in the world deserves a place in the game regardless of what is what.
EA can make the required efforts and put the teams in the game ... This would help the fans and players of the game to enjoy and have more fun playing the FIFA game .

Why FIFA 22 is losing teams? This is because EA loses the teams license to be put inside FIFA. EA also can put prototype teams inside the game i.e. cloning a team and changing players and teams names but the owner of the teams still have the right to sue EA if they do so.
For the national teams, I don't think EA can "PROTOTYPE" it since it was a country. Not an easy choice for any alteration.
