Manager League cards in FIFA 23 Ultimate Team are consumable items that can be applied to a player to a Manager in order to change their assigned league.
Changing a manager’s allocated league to one that matches the league your players are in will improve individual and team bonding. The league of a manager card can be altered several times.
Manager League items are only available in Gold and Rare Gold qualities in FUT 23. The following is a list of the available Manager League cards:

How to Apply Manager League Cards to a Manager in FUT?
To apply a Manager League to a manager card, go to your Squad in FUT and press R2 (PS4) / RT to get to the Manager Actions panel (Xbox). Select Apply Manager Item, then navigate to the Manager League page and select the Manager League card you’d like to apply to your chosen manager.
